SPD, Greens, and FDP want to adjust the new cannabis law once again. The first reading in the Bundestag on May 16, 2024, discussed a draft amendment to the Consumer Cannabis Act and the Medical Cannabis Act and forwarded it to the Health Committee.

Another draft law to amend the Road Traffic Act was sent to the Transport Committee. This draft is intended to establish a limit for cannabis in road traffic.

Amendments to the Consumer Cannabis Act

The Federal Government wants to take into account the concerns of the federal states.

Planned changes:

• Expanded evaluation of the law.
• More flexible control of cultivation associations by the states.
• More leeway for the states in dealing with large cultivation areas.
• Development of further training offers for professionals in addiction prevention.

Amendments to the Road Traffic Act

• Introduction of a THC limit of 3.5 nanograms per milliliter of blood.
• If the limit is exceeded, a fine of 500 euros and a one-month driving ban are threatened.
• In addition, there should be an alcohol ban for cannabis users in road traffic.
• The Driving License Regulation and the Fine Catalog Regulation should also be adjusted.

In addition, the Driving License Regulation and the Fine Catalog Regulation should also be changed. These changes are based on recommendations from experts that were developed in March of this year.
